The file as parsed
A legacy binary Excel workbook at a stable URL, overwritten in place, with last-modified change detection. Twenty Arabic columns, one person per row, header row located by its Arabic labels.
How it is ingested
Fetched daily at 04:30 UTC, stored as an immutable snapshot, normalised into the watchlist store and diffed against the previous version. A failed fetch keeps the last good snapshot in force and is logged, never hidden.

What is the Lebanon ISF list?
The national terrorism and terrorist financing designation list published by the Internal Security Forces on isf.gov.lb. It is a domestic designation list, separate from the UN Consolidated List, and is not carried by the usual sanctions aggregators.
How is the file parsed?
The publisher overwrites a fixed-name legacy Excel file in place. It has twenty Arabic-labelled columns, one person per row: name, capacity, father's name, mother's name, date and place of birth, nationality, passport details, identity card details, position and residence. The parser finds the header row by its Arabic label text rather than a fixed column position, so an upstream column re-order cannot silently mis-map a field.
The names are in Arabic. Will my Latin search match?
Yes. Names are transliterated to ASCII for matching and compared on a consonant skeleton as well as by fuzzy score, which bridges Arabic script and its common romanisations. Date of birth, nationality and identity details from the list are used to confirm or reject a candidate.
What happens on a hit?
A confirmed match is a critical finding, scored by the AI council and stated on the first page of the PDF with the list name. Under monitoring, a new designation in the daily diff writes an alert for free, and a confirmed match on an added entry escalates to a full re-screen.
